Isi referensi
Returns the full ~40-row genre catalog (24 Bahasa-primary slugs + English aliases sharing display labels). Sorted by `sort_order` ascending (NULLs last), then alphabetical by `label_id`.
NOT paginated — the catalog is small enough that round-trip cost dwarfs request setup. Tayang's downstream consumer (genre nav + filter dropdown) wants the full list anyway.
